NEET-PG 2026 MCC Freeze vs Float: Free Exit and NBEMS Rules Explained
The first-round NEET-PG 2026 allotment has brought an important decision for candidates: keep the seat, seek an upgrade, or leave the allotment and continue counselling. MCC’s Freeze and Float options determine how a candidate proceeds after allotment. A separate advisory issued by the National Board of Examinations in Medical Sciences (NBEMS) on 24 October 2026 clarifies how first-year course fees and joining should work for NBEMS-accredited seats such as DNB and DrNB programmes.
These are related, but different, rules. MCC governs the counselling process and exit consequences; NBEMS explains joining and course-fee requirements for NBEMS seats. Always check the latest official notice and your candidate portal before acting.
At a glance: Freeze vs Float vs Free Exit
| Option | What it means | Main consequence |
|---|---|---|
| Freeze | You accept the allotted seat and do not seek upgradation in the next round. | Follow MCC’s reporting, document-verification and admission instructions within the deadline. |
| Float | You want to be considered for upgradation in a subsequent round, as permitted by MCC. | Follow the prescribed online process and the instructions for your current allotment; if not upgraded, you may still need to join the existing seat within the applicable deadline. |
| Free Exit | You leave a Round 1 allotment without the security-deposit forfeiture that applies to specified later-round exits. | You give up the Round 1 seat but may participate in Round 2 under MCC’s eligibility and registration rules. |
Important: Free Exit is not the same as choosing Float. Float means you want an upgrade while continuing in the counselling process. Free Exit means you do not retain the Round 1 seat. Do not assume that a seat is safely retained—or that a portal action has been completed—without checking the status shown in your MCC login.
1. Who can use Round 1 Free Exit?
Under the MCC NEET-PG counselling scheme, Round 1 has a Free Exit provision. A candidate who does not join the Round 1 allotted seat may be treated as having exited under this provision and can participate in Round 2 according to the scheme.
The practical points are:
- You may decide not to retain the Round 1 seat if you are not satisfied with it.
- The Round 1 seat is relinquished; you cannot later demand that same seat back simply because you changed your mind.
- Candidates using Free Exit may participate in Round 2 using their earlier registration, subject to MCC’s rules.
- The security deposit is not forfeited solely because a candidate uses the eligible Round 1 Free Exit provision.
Is it enough to do nothing?
Candidates have circulated the advice that Free Exit can be obtained simply by not choosing Freeze or Float. Treat this as a shorthand, not a substitute for the official procedure. Check the option and status displayed in the MCC candidate portal and read the current information bulletin. Do not miss a required portal action or assume that an incomplete selection has been recorded as intended.
Also distinguish not joining a Round 1 allotment from resigning after physically joining. The required process may differ according to the candidate’s Freeze/Float status and the stage of counselling. Where resignation is available, follow MCC’s online process and time limits; an informal message to a college is not proof that MCC has recorded the exit.
2. Round 1 deadline: 2 November 2026
The MCC schedule lists 26 October to 2 November 2026 as the Round 1 reporting and admission window. Treat 2 November as the published end date for the Round 1 reporting/joining process, and check the official portal for the specific deadline attached to your required action.
Do not assume that every Freeze/Float selection, reporting step, document upload or college verification has a separate deadline of 2 November. Follow the dates and instructions attached to your allotment and the latest MCC notices. A missed reporting deadline can have consequences even when a candidate intended to join.
3. What happens after Free Exit?
A candidate who validly exits a Round 1 seat under Free Exit can generally participate in Round 2 without a fresh registration, using the earlier registration details, as specified by MCC.
Remember three limitations:
- The old seat is not held for you. Once you exit, you cannot rely on the Round 1 allotment remaining available.
- Round 2 is not another Free Exit opportunity. MCC’s scheme provides for security-deposit forfeiture for candidates allotted a Round 2 or subsequent seat who do not join or who surrender it in circumstances covered by the forfeiture rules.
- Read the later-round conditions carefully. Round 3 has stricter joining requirements, including restrictions on resignation and consequences for non-joining. Do not carry Round 1 assumptions into later rounds.
The security deposit is also different from tuition, college fees or other payments. A statement that the deposit is not forfeited under Free Exit does not mean that every amount paid to an institution is automatically refundable.
4. What does Freeze mean for an NBEMS seat?
NBEMS issued an advisory dated 24 October 2026 covering reporting and joining for NBEMS seats allotted through MCC’s NEET-PG 2026 AIQ counselling.
For candidates allotted an NBEMS-accredited seat who finally intend to join by choosing Freeze:
- The candidate must follow MCC’s revised counselling process and the applicable reporting window.
- The candidate must complete the required document verification and satisfy eligibility requirements.
- The first-year annual course fee is payable directly to the NBEMS-accredited hospital/institute where the candidate has been allotted the seat.
- The hospital must update reporting/joining status on the Intra-MCC portal within the prescribed timeline.
NBEMS has stated that it will not collect the first-year course fee in its own accounts during the counselling process.
5. The 24 October NBEMS clarification: Float candidates need not pay first-year course fees while waiting
This is the key new clarification for candidates considering an upgrade to another DNB or DrNB seat.
NBEMS states that candidates who choose Float and wish to participate in subsequent counselling rounds for upgradation are not required to pay the first-year course fee while awaiting the outcome. They will pay the first-year fee directly to the institution they finally decide to join by freezing the seat.
The advisory also instructs NBEMS-accredited institutions not to collect the first-year course fee from a candidate who has chosen Float during the counselling process.
| Candidate’s decision | First-year NBEMS course fee |
|---|---|
| Freeze and finally join the allotted NBEMS seat | Pay directly to the allotted NBEMS-accredited institution, as instructed. |
| Float and wait for possible upgradation | Not required to pay the first-year course fee while awaiting the next round. |
| Upgraded in a later round and Freeze the upgraded seat | Pay the fee to the institution you finally decide to join, following its instructions. |
| Not upgraded | Follow MCC’s instructions for the existing allotment and report/join within the prescribed window. |
This clarification concerns the first-year course fee for NBEMS-accredited seats. It should not be interpreted as a general waiver of MCC security deposits, tuition fees for every type of seat, hostel charges, or other institution-specific payments.
6. If you Float but are not upgraded
Float is not permission to postpone joining indefinitely. NBEMS says candidates who are upgraded in a subsequent round will have their training period counted from the date they report and join the upgraded seat. If there is no upgradation, the candidate must report to and join the already allotted seat within the reporting/joining window prescribed for the relevant round; training is counted from the date of joining within that window.
NBEMS has specifically stated that extensions to the regular reporting/joining deadlines will not be permitted under the ordinary process. Candidates should therefore not assume that an upgrade attempt gives them extra time to join if no upgrade occurs.
The hospital is responsible for verifying original documents and updating the candidate’s reporting/joining status on the Intra-MCC portal. NBEMS warns that failure to update the status within the prescribed timeline can result in the seat being treated as vacant and carried forward to the next round.
7. Government employment, NOC and relieving documents
The NBEMS advisory also addresses candidates who are employed or have service obligations with central or state government departments, Railways, public sector undertakings, ESI or other government organisations.
Such candidates should ensure they have the required No Objection Certificate (NOC), including study-leave approval or relieving documents, as applicable, before joining. NBEMS states that joining before proper relieving from the parent organisation will not be accepted.
Where additional time is required to obtain release from employment, a candidate may report to the allotted institution, complete document verification and the required fee formalities, and submit a request for an extension. Such an extension is not automatic; the advisory says it may be granted for a maximum of 90 days from the date of allotment, subject to the specified documentation and conditions. DNB training starts only after the required relieving letter for the full training period is furnished.
If this applies to you, obtain written clarification from your parent organisation and the allotted institute before relying on an extension.
8. When will the NBEMS joining portal open?
NBEMS says its Online Portal for Joining and Registration (OPJR) will remain inactive until MCC completes all rounds of NEET-PG 2026 counselling. A separate detailed notice will be issued about activation. Candidates and hospitals will use that portal to submit joining status and documents to NBEMS after the MCC rounds are over.
This does not remove the need to complete MCC’s current reporting and joining formalities. The counselling portal and the later NBEMS registration portal serve different stages of the process.
9. A simple decision guide
- Satisfied with your Round 1 seat and ready to join: Review the allotment letter, verify documents and follow the Freeze and reporting instructions before the deadline.
- Want a better seat and are willing to retain your current allotment while seeking an upgrade: Consider Float only after checking MCC’s rules for your round. If the seat is NBEMS-accredited, the 24 October advisory says the first-year course fee need not be paid while awaiting upgradation.
- Do not want the Round 1 seat at all: Check the Free Exit provision and the portal instructions. Understand that you give up the allotted seat and must meet the eligibility conditions for the next round.
- Already joined and now want to leave: Do not confuse this with simply not reporting. Follow the formal resignation/surrender process and confirm how it affects your deposit and eligibility for later rounds.
- Considering a Round 2 or Round 3 exit: Read the relevant later-round rules separately. Do not assume the Round 1 Free Exit protection continues.
The 10 most important questions candidates are asking
Recent discussions across NEET-PG counselling subreddits repeatedly raise the following questions. They are ranked by urgency: first the actions that could cost a candidate a seat or money, then joining logistics and later-round strategy. Reddit discussions help identify confusion, but comments are not official rules; answers below are based on the MCC/NBEMS material available as of 25 October 2026.
1. What is the last date to choose Freeze or Float—is it 2 November?
The published Round 1 reporting window runs through 2 November 2026, but do not assume every portal action has the same deadline. Follow the candidate-portal instructions and the specific MCC notice for Round 1. Complete online document steps early enough to correct any discrepancy raised by the institute. MCC Round 1 result and reporting instructions.
2. How do I take Free Exit—should I leave Freeze/Float unselected?
This is one of the most repeated questions in Reddit threads. MCC’s Round 1 Free Exit provision generally applies when a candidate does not join the allotted seat, but do not treat Reddit’s “do nothing” advice as a formal portal instruction. Read the current bulletin and allotment instructions, check whether any action is required in your candidate login, and save proof of the displayed status. If uncertain, obtain clarification from MCC before the deadline. Discussion: Round 1 exit · Discussion: Free Exit.
3. If I Float, do I have to pay the first-year fee now?
For NBEMS-accredited DNB/DrNB seats, the 24 October NBEMS advisory says a candidate who chooses Float while awaiting upgradation is not required to pay the first-year course fee during that wait. A candidate who finally freezes and joins pays the fee directly to the institution they decide to join. Do not extend this NBEMS-specific clarification automatically to every MD/MS seat or every institutional charge. Official NBEMS notice board.
4. If I Float, must I upload documents or contact the allotted hospital?
Follow the current MCC notice and the document-upload instructions shown in your candidate account. MCC has published a specific notice about uploading documents for Round 1 Float candidates. If the portal or allotment letter gives the institution’s nodal officer details, use them to resolve document or verification queries; do not rely only on informal advice in a thread. MCC notice for Float candidates. The exact required documents and file format should be taken from the official instructions.
5. If I Float and am not upgraded in Round 2, when must I join?
This is particularly important for NBEMS seats. The 24 October advisory says candidates must follow the reporting/joining window applicable to their allotment if they are not upgraded; Float does not give an unlimited extension. The advisory also says training is counted from the date of joining and warns that institutions must update status on the Intra-MCC portal. Do not assume the answer is identical for MD/MS seats: follow the MCC/NMC instructions applicable to your course and the wording in your allotment letter. 6. Can I Float from Round 2 to Round 3 after joining the Round 2 seat?
Upgradation and physical reporting requirements depend on the round, course type and applicable MCC/NBEMS instructions. Do not assume that a Float choice always removes the need to report physically, or that a candidate can safely delay joining until Round 3. For NBEMS seats, apply the 24 October advisory; for MD/MS seats, check the specific MCC notice and allotment letter. If the documents do not resolve the conflict, ask MCC and the allotted institution for written clarification before deciding.
7. If I Free Exit Round 1, can I participate in Round 2 without registering or paying the security deposit again?
Under the Round 1 Free Exit scheme, candidates generally continue using their existing registration for Round 2, subject to MCC’s rules. A valid Free Exit does not itself trigger forfeiture of the security deposit. However, do not assume that every candidate needs no further portal action, or that an amount paid directly to a college is covered by the security-deposit rule. Check the current bulletin and the Round 2 registration/choice-filling notice when published.
8. Can I leave a Round 2 or Round 3 seat without losing my security deposit?
Do not assume so. The Round 1 Free Exit provision is not a blanket exit right for later rounds. Non-joining or resignation after a later-round allotment can trigger security-deposit forfeiture and other eligibility consequences under the applicable MCC scheme. Before accepting a Round 2 or Round 3 seat, read the rules for that round and confirm the permitted resignation window, if any.
9. If I Float, can I change my choices for Round 2, and will my Round 1 seat be retained?
Float indicates that you want to be considered for upgradation under MCC’s process; it does not guarantee an upgrade or guarantee that the same seat will be retained regardless of subsequent actions. The Round 2 choice-filling process and treatment of the earlier allotment must be confirmed from the official Round 2 instructions when released. Do not infer the final choice-list mechanics from comments in Reddit threads. Review the current portal and notice before submitting choices.
10. Does Free Exit mean the college must refund all money, and what if I have already joined?
No. Security deposit, tuition/course fee, hostel charges and other institutional payments are separate categories. Free Exit protection for the MCC security deposit does not automatically guarantee a refund of every payment made to a college. Also, not reporting for a seat is different from formally resigning after joining. If you have reported, paid fees or submitted originals, ask the institution for its written refund and document-release process and follow MCC’s formal resignation rules. Keep receipts and written communication.

Bottom line
For NEET-PG 2026, Freeze means keep the seat, Float means seek an upgrade, and Free Exit is a Round 1 exit provision—not an upgrade option. The new NBEMS clarification is especially relevant to DNB/DrNB candidates: those who Float do not have to pay the first-year course fee while waiting for upgradation, whereas candidates who finally Freeze and join pay the fee directly to their chosen NBEMS-accredited institution.
